Restrict access to "Make Public" Feature of Resources

Description
We should make it such that, only users with the appropriate privileges are allowed to make resources public.
This allows time for the data controlled by the resource to be curated for correctness before being exposed to the world.
The relevant, high-level, tasks are:
Add a new privilege, say ~system:resource:make-public~
Check for privilege when user clicks "Make Public"
